WHO: 4-40 Community | Focusing on small to midsize towns (populations of 4,000 – 40,000) and the private developers who build them, Terra & Town is a partner that helps provide skills, resources, and capacity building in the areas of city planning and urban design.

Scott Chastain
FOUNDER
A landscape architect by training, designer by interest, and entrepreneur at heart, Scott has spent the past 20 years visioning, designing, and building community support around places that matter.
Having practiced landscape architecture & urban design in Philadelphia and his hometown of Thomasville, Georgia, Scott comes to each project with an appreciation of the energy created from a dynamic urban environment and the quaintness of a small town that values smart growth.
As an elected City Councilmember, Scott brings a passion for public spaces alongside an understanding of the political process and the collaboration and levers needed to move projects forward.

KATIE CHASTAIN
Katie has been an independent project catalyzer, grant writer, and strategic planner with over 15 years of experience in housing, workforce, and business development. She works with partners like the Thomasville Community Development Corporation, Georgia Tech CEISMC, and local economic development organizations to implement creative solutions to tough challenges.
Past and current projects include helping childcare providers scale up to meet community needs, establishing a community development loan fund, building awareness and skill development opportunities for high-demand, high-wage career paths, and retrofitting a beloved historically black school for affordable independent senior living.
